It looks to me like someone wanted to justify having Flash developers, and instead of giving a real reason why (in a business case), they gave a "50,000 foot" view and stuck it in the RFP. What makes me cringe is that there are "no limitations on design" because the GOP will be "in" on the "entire process" and making sure that it conforms to their "exact specifications." Delivery date: +45 days. Sounds like a nightmare in the making.
